Sewer Assessment and Rehabilitation Program (SARP10)

ABES Engineering is part of the Sewer Assessment and Rehabilitation Program (SARP10), which is an initiative aimed at enhancing the sanitary sewer system in the City of Memphis over a 10-year period. The SARP10 team, of which we are a part, will carry out the program through a series of condition assessments and construction rehabilitation projects throughout its duration.

The initial phase of the project involved two Pilot Areas where condition assessment activities commenced in November 2013, followed by the completion of Phase 1 through Phase 8 in October 2022. The program systematically progresses through various neighborhoods until the entire sanitary sewer system in the City of Memphis has been assessed.

Memphis Sanitary Sewer System Condition Assessment using Sl-RAT

ABES was contracted by SARP10 to provide the assessment of sewer lines using SL-RAT. ABES was responsible for the following:

  • Prepare and set up temporary traffic control

  • Field assessment of the pipe using SL-RAT

  • Review collected data and upload them to SL-DOG for SARP 10 use

  • ABES assessed 440,00 linear feet using SL-RAT technology

Bolton Estates Lift Station Planning and Design, Shelby County, TN

Shelby County Government selected ABES Engineering to evaluate the existing wastewater treatment project at Bolton Estate, decommission it, design a lift station, evaluate and design a gravity sewer line and force main of 2 miles and connect the new system to the City of Memphis sewer system. ABES reviewed permit requirements, effluent testing data, flow data, and other information related to the Bolton Estates plant operation to determine modifications required for the current system to meet current and expected permit requirements.

ABES evaluated the option of constructing a new sewer lift station and abandonment of the plant. Based on County’s selection, designed and submitted construction plans to TDEC and worked with them to get the plans approved. ABES assisted in the preparation of Request for Proposal documents and provided recommendations on submitted contractor proposals. ABES reviewed and approved the submittal of the selected contractor analyzing the alternatives to solve the Dogwood Wastewater Treatment Plant, which did not meet EPA standards.

Dogwood Wastewater Treatment Modification

ABES Engineering was selected to evaluate the existing wastewater treatment plant at Dogwood Village in Memphis, TN. After evaluation, our team recommended the plant be decommissioned. The ABES team developed plans for the decommissioning as well as plans for a new lift station. The scope also included the design of 600 LF of 8” PVC gravity sewer line and 100 LF of 6” force main. ABES was the Engineer of Record for the design and was also responsible for managing the design team and coordinating the county staff.

Overall, ABES evaluated the existing sanitary sewer system, reviewed permit requirements, effluent testing data, flow data, and other information related to the Dogwood Campus plant operation to determine modifications required for the current system to meet current and expected permit requirements.
